The Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) is a state agency responsible for managing and operating the state’s prison system. The department’s primary mission is to protect the public through the safe, secure, and humane confinement of prisoners while also providing meaningful rehabilitation and reentry services to offenders in its custody. As of 2021, ADCRR operates 10 state-run prisons and contracts with four private prisons to house approximately 42,000 inmates. The department employs over 9,000 staff members and has an annual budget of approximately $1 billion. In addition to its custody and supervision duties, ADCRR provides a wide range of programming and services aimed at reducing recidivism and assisting offenders with reentry into society. These programs include education and vocational training, substance abuse treatment, mental health services, and various types of counseling and therapy. ADCRR also manages the state’s probation and parole system, which supervises offenders who have been released from prison or sentenced to community supervision as an alternative to incarceration. Despite its many challenges, ADCRR has made significant strides in recent years towards improving the safety and security of its staff and inmates while also enhancing its rehabilitative and reentry programming. However, like many state prison systems, ADCRR continues to face significant budgetary and staffing challenges as it strives to fulfill its important public safety mission.
