AVAS (Autoritatea pentru Valorificarea Activelor Statului) was a Romanian government agency established to manage and privatize state-owned assets following the country’s transition from a communist to a market economy. The organization operated under the direct coordination of the Romanian Government and was responsible for implementing national privatization strategies. Founded in 2004 through the merger of the Authority for Privatization and Management of State Ownership (APAPS) and the Asset Recovery Authority (AVAB), AVAS played a crucial role in Romania’s economic restructuring. The agency’s primary responsibilities included managing state-owned enterprises, facilitating privatization processes, and recovering state assets. AVAS oversaw numerous significant privatization deals in various sectors, including industry, energy, and telecommunications. The organization was also responsible for monitoring post-privatization contracts and ensuring that investors fulfilled their contractual obligations. In 2012, AVAS was dissolved as part of government restructuring efforts, with its responsibilities being transferred to other state institutions, primarily the Ministry of Economy and the Authority for State Assets Administration (AAAS). During its operational period, the agency contributed significantly to Romania’s economic transformation and integration into the European Union’s market economy.
