The Harris County Flood Control District (HCFCD) is a special-purpose district created by the Texas Legislature in 1937 in response to devastating floods that struck the Houston region in 1929 and 1935. The district operates within Harris County, Texas, and is responsible for managing flood risks through various infrastructure projects, maintenance programs, and flood plain management. HCFCD maintains approximately 2,500 miles of channels and more than 200 stormwater detention basins across Harris County’s 22 watersheds. The organization works in partnership with other governmental entities, including the U.S. Army Corps of Engineers, to implement flood damage reduction projects and improve drainage systems throughout the region. Following Hurricane Harvey in 2017, voters approved a $2.5 billion bond program for flood risk reduction projects, representing the largest investment in flood control infrastructure in the district’s history. HCFCD continues to play a crucial role in implementing these projects and protecting Harris County residents from flooding hazards.
