LESLIE KNOTT LETCHER PERRY COMMUNITY ACTION COUNCIL (LKLP) is a non-profit community action agency serving four counties in southeastern Kentucky: Leslie, Knott, Letcher, and Perry. Established as part of the Economic Opportunity Act of 1964, LKLP operates various programs designed to combat poverty and promote self-sufficiency among residents in its service area. The organization provides multiple essential services including public transportation through LKLP Transit, which offers both fixed-route and demand-response transportation services across the four-county region. LKLP also administers Head Start programs, providing early childhood education and development services to eligible families. Other key programs include weatherization assistance, which helps low-income households improve their home energy efficiency; housing assistance; senior services; and workforce development initiatives. The agency also operates emergency assistance programs to help residents with immediate needs such as utility bills and food security. LKLP is governed by a board of directors representing the public, private, and low-income sectors of the community. The organization receives funding through various federal, state, and local grants, as well as through partnerships with other community organizations. As one of Kentucky’s Community Action Agencies, LKLP follows the national Community Action Partnership model of helping people help themselves and each other.
