Shaw AREVA MOX Services, LLC was a joint venture between Shaw Group and AREVA formed to design, build, and operate the Mixed Oxide Fuel Fabrication Facility (MFFF) at the Savannah River Site in South Carolina. The project, commissioned by the National Nuclear Security Administration (NNSA), was part of a nuclear nonproliferation agreement between the United States and Russia to convert weapons-grade plutonium into mixed oxide fuel for use in commercial nuclear power plants. The facility’s construction began in 2007, with an initial estimated cost of $4.8 billion. However, the project faced numerous technical challenges, cost overruns, and delays. By 2018, the estimated cost had increased to approximately $17 billion. The MOX facility was designed to convert 34 metric tons of weapons-grade plutonium into fuel for commercial nuclear reactors. In 2018, the Department of Energy terminated the MOX project after determining it was not financially viable. At the time of cancellation, the facility was approximately 70% complete. Following the termination, the Department of Energy announced plans to repurpose the facility for plutonium pit production. The company’s operations effectively ceased with the project’s cancellation, marking the end of Shaw AREVA MOX Services’ primary mission.
