Southwest Arkansas Development Council (SWADC) is a non-profit community action agency serving twelve counties in Southwest Arkansas. Established as part of the Economic Opportunity Act of 1964, SWADC operates various programs designed to help low-income individuals and families achieve self-sufficiency. The organization administers several key programs including Head Start, Low Income Home Energy Assistance Program (LIHEAP), Community Services Block Grant (CSBG), and weatherization assistance. SWADC’s Head Start program provides comprehensive early childhood education services to eligible children aged 3-5 years old across their service area. SWADC operates from multiple locations throughout Southwest Arkansas, with its main administrative office located in Texarkana, Arkansas. The council serves Calhoun, Columbia, Dallas, Hempstead, Howard, Lafayette, Little River, Miller, Nevada, Ouachita, Sevier, and Union counties. The organization works in partnership with various state and federal agencies, local governments, and community organizations to deliver its services. SWADC is governed by a tripartite board of directors consisting of representatives from the public, private, and low-income sectors, as required by federal community action agency guidelines. The council receives funding through federal and state grants, as well as local contributions and partnerships.
