The Los Angeles Homeless Services Authority (LAHSA) is an independent municipal agency that provides oversight and coordination of the homelessness response system in the city and county of Los Angeles. LAHSA’s governing board is comprised of representatives from both the city and county governments, as well as the homeless community, service providers, and business leaders. LAHSA’s primary mission is to end homelessness in Los Angeles by providing leadership, planning, and management of public resources to help individuals and families transition out of homelessness into permanent housing and self-sufficiency. The agency is responsible for managing and distributing federal, state, and local funding to support homeless services, as well as overseeing data collection and analysis to measure progress and effectiveness of those services. LAHSA operates a coordinated entry system, a hotline, and an online portal to connect individuals experiencing homelessness with appropriate services and resources. The agency also facilitates partnerships between service providers, community organizations, and government agencies to improve the quality and delivery of homeless services in Los Angeles. The agency is committed to promoting equity and reducing disparities in access to homeless services, with a particular focus on meeting the needs of marginalized communities that are disproportionately impacted by homelessness, including Black, Indigenous, and People of Color, veterans, and individuals with disabilities. LAHSA’s work is guided by a commitment to innovation and continuous improvement, and the agency regularly engages with stakeholders to solicit feedback and incorporate best practices.
