The Bureau of Ocean Energy Management (BOEM) is a governmental agency within the United States Department of the Interior responsible for managing the exploration and development of the nation’s offshore resources. BOEM’s primary focus is on offshore oil and gas resources, but it also manages renewable energy sources, such as offshore wind farms and ocean wave technology. Founded in 2010, BOEM replaced the Minerals Management Service, which had been tasked with managing offshore resources since the 1980s. BOEM is responsible for enforcing safety and environmental standards for offshore exploration and development, as well as lease sales, resource evaluation, and revenue collection from offshore activities. BOEM has jurisdiction over the approximately 1.7 billion acres of the Outer Continental Shelf, including the Gulf of Mexico, the Arctic Ocean, the Pacific Ocean, and the Atlantic Ocean. The agency manages leases for oil and gas exploration and development, renewable energy projects, marine minerals extraction, and other offshore activities. In addition to resource management, BOEM also conducts research to support its goals, including studies on the potential impacts of offshore activities on marine and coastal environments.
