The Maine Department of Administrative & Financial Services (DAFS) is a state government agency that serves as the central administrative and financial management organization for the State of Maine. Established by the Maine Legislature, DAFS provides critical internal services to other state agencies and manages the state’s financial and human resources operations. The department oversees several key functions including budget preparation and management, tax administration through Maine Revenue Services, human resources and employee benefits, procurement services, facilities management, and information technology services through the Office of Information Technology. DAFS also manages the state’s alcoholic beverage operations and lottery system. Among its core responsibilities, DAFS develops and executes the state’s biennial budget, coordinates financial planning and analysis, maintains the state’s accounting systems, and administers the state’s tax laws. The department also oversees the Maine State Employee Health Insurance Program and the Maine Public Employees Retirement System. The agency is headed by a Commissioner who is appointed by the Governor and confirmed by the Maine State Senate.
